Create a guest user through https://admin.microsoft.com/Adminportal/Home?#/GuestUsers
Select "Add a guest user" and it will send you over to Microsoft Azure
Select "Invite user"
Fill out the info below
Make sure to add the user to the group they are requesting access to
Send out invite and the user will accept invitation and will have access
